The term Able-bodied Adults Without Dependents (ABAWDs) refers to low-income adults working in the United States who have no dependents. The welfare legislation of 1996 (P.L. 104-193) sets out the categorical requirements for the participation of food stamps. Among these are restrictions on foreign participation in law and participation by low-income people without dependents. The latter (previously only qualified based on low income) were not eligible for food stamps if they received food stamps for 3 months during the previous 3 years without working or participating in a work program for at least 20 hours a week, or without participating in a workfare program.
