Union Council of Ministers train executive authorities in the Republic of India. It comprises senior ministers, called 'cabinet ministers', junior ministers, called 'state ministers' and, rarely, deputy ministers.
This is led by the prime minister. The smaller executive body called Union Cabinet is the highest decision-making body in India. Only prime minister and ministers of the rank of cabinet ministers who belong to the Union Cabinet in accordance with Article 352.

Rule
Under Article 75 (3), the Council of Ministers is collectively responsible to the lower house of the Indian parliament, called Lok Sabha (House of People). When a bill introduced by a minister in Lok Sabha is not approved by him, the entire council of ministers is responsible and not a minister. Council of ministers after the loss of trust Lok Sabha will resign to facilitate the formation of a new government.
A minister will not take any decision without being considered by the council of ministers as per Article 78 (c). All members of the union cabinet shall submit in writing to the President to propose an emergency proclamation by the president in accordance with Article 352.
According to the Indian Constitution, the number of ministers on the council of ministers should not exceed 15% of the total number of Lok Sabha members. The Minister should be a member of parliament. Any minister who is not a member of one of the Houses of Parliament for six consecutive months is automatically removed from the post of minister.

There are five categories of ministerial councils as given below, in order of rank:
- Prime Minister
- Deputy prime minister (if any); presiding as prime minister in his absence or as the most senior minister in the cabinet.
- Cabinet Minister: cabinet member; leading a ministry.
- State minister (independent cost): junior minister does not report to cabinet minister.
- State minister (Ministry of Industry): young minister reports to cabinet ministers, usually assigned with special responsibilities at the ministry.
Appointment
Under Article 75, a minister working on the pleasure of the president, appointed by the president on the advice of the prime minister.
Deletion
- After the resignation
- Upon dismissal by President for unconstitutional action of minister per Article 75 (2).
- Upon the instructions of the Judiciary for violating the law.
- After stopping the eligibility to become a Member of Parliament.
Council of State Ministers
Every state in India is governed by a council of ministers with rules and procedures similar to the united ministers' council per Articles 163, 164 and 167 (c). There is no concept of cabinet minister in the cabinet.
