City Center includes Philadelphia's central business district and neighborhood district, in the US state of Pennsylvania. It comprises the area that formed the City of Philadelphia before the Consolidation Act, 1854 which extended the city limits to the borders of Philadelphia County. Greater Center City has grown to become the second most populous city center in the United States, after Midtown Manhattan in New York City, with an estimated 183,240 inhabitants by 2015.

Boundary

The City Center is bordered by South Street to the south, Delaware River to the east, Schuylkill River to the west, and Vine Street to the north. This meant that the City Center occupied the boundaries of the city before it was created adjacent to Philadelphia County in 1854. The District Town Center, which has special taxing powers, uses intricate, irregularly shaped boundaries that encompass many but not all of these areas, and also surpasses that. The Philadelphia Police Department patrols in three districts located in the City Center. The three patrol districts serving the City Center are the 6th, 9th, and 17th districts.

Environmental features

Among the neighborhoods and districts of Center City are Penn's Landing, Old Town, Hill Society, South Street, Washington Square West, Eastern Market, Chinatown, Logan Square, Museum District (located along Benjamin Franklin Parkway), Rittenhouse Square, Fitler Square, Avenue of the Arts (South Broad Street), and Jewelers' Row.

The City Center is home to most of Philadelphia's tallest buildings, including the Philadelphia City Hall, the second tallest stone building in the world and until 1987 the tallest in Philadelphia, and the tallest building in the world for seven years. In March 1987, One Liberty Place broke the approval of the men not to exceed the height of William Penn's statue above the City Hall. Since the completion of One Liberty Place, no major league sports team in Philadelphia has won the world championship over the next two decades, a phenomenon known as the "Billy Penn Curse." In an effort to reverse the curse, a 3-foot-tall Penn statue has been affixed at the top of the Comcast Center after it was completed as the new tallest building in the city in 2007. On October 29, 2008, Philadelphia Phillies won the World Series 2008, effectively ending the "curse"

The other seven skyscrapers now exceed the height of the Penn statue, including One Liberty Place's sister, Two Liberty Place. Comcast Center, completed in 2007, is now the tallest building in Pennsylvania, 30 feet taller than One Liberty Place. Two buildings are now under construction - 1441 Chestnuts and Comcast Technology Center - also scheduled higher than City Hall. The latter will be the eighth tallest building in the Western Hemisphere, and the highest outside Manhattan and Chicago. The first publicly accessible point of view higher than City Hall opens on One Liberty Observation Deck on the 57th floor of One Liberty Place in 2015.

Other City Center skyscrapers include BNY Mellon Center and Three Logan Square, which houses the traffic cameras used by the Philadelphia branch of Westwood One MetroNetworks traffic service.

Across the street from City Hall is the Masonic Temple, the Grand Lodge of Pennsylvania headquarters, the heritage of the Founding Fathers and signatories to the Declaration of Independence, many of whom are Freemasons; such figures include George Washington and Benjamin Franklin.

While the Philadelphia population declined, Center City rose 10% between 1990 and 2000.

In 2007, the city defined an area bounded by Road 11, Width Road, Chestnut Road and Pine Road as Gayborhood.
