The Registered Registered Eligibility Reporting System ( DEERS ) is a computerized database for US Service members, retired, 100% VA Disabled Veterans, Dependents, Active DoD Contractors, and others in the entire world is entitled to the Public Key Infrastructure and TRICARE eligibility.

DEERS are used in Real Time Automatic Personnel Identification Systems (RAPIDS). RAPIDS is the US Department of Defense system to issue definitive credentials in DoD to obtain a Public Access Card token in the PKI DoD. Used together, these two systems are referred to as DEERS/RAPIDS stations, available in 700 locations in the world.

With the expansion of online shopping privileges for all respectfully discharged veterans beginning in 2017, the DEERS database is also used to verify the feasibility of non-veteran defects for the benefits of Veteran online shopping.

History

DEERS was created in the late 1970s as a Combined Medical/Personnel Database, and was first operated in 1982. In 1997, DEERS deployed RAPIDS. In 2001, he implemented the National Registration Database, which provides medical portability. Next Generation TRICARE Contract (TNEX), including additional DEERS capabilities, was created in 2004.

Missions

DEERS retains personnel and benefit information for:

  • Qualified family members of active, retired, and uniformed service personnel
  • 100% disabled service veterans are connected
  • Civil Service Officer
  • Contractors who need logical access

DEERS is also responsible for producing DoD ID Cards (RAPIDS and Common Access Cards). DEERS supports the delivery of benefits including medical, dental, educational, and life insurance. In addition, DEERS enables DoD e-business, including identity management, and reduces fraud and abuse of government benefits and supports the power of health protection and medical preparedness.

Personal identification of electronic data identifier

A personally identifiable data identifier , or EDIPI , is the number assigned to a record in the Defensive Dependencies and Eligibility Reporting System of the United States Defense Department (DEERS) data. Notes in the DEERS database are persons plus categories of personnel (eg contractors, backup, civil, active duty, etc.). The Public Access Card (CAC), issued by the Department of Defense through DEERS, has EDIPI on the card. A person with more than one category of personnel is issued a CAC for each role, but EDIPI will remain the same for all CACs issued to that individual. EDIPI is unique to an individual. Separating identities is done so removing a single role permission can be achieved by simply seizing the card and/or revoking the digital certificate without affecting other roles.

EDIPI is a ten digit number located in the barcode on the back of the card and in an integrated circuit chip embedded in the card itself. The first nine digits are assigned a unique number with the 10th digit as the check digit for the identifier.

EDIPI can be used as a unique person identifier. This is unique for someone who does not have a CAC role or problem with that person.
